The theory of a higher civilization on Mars which is eradicated commenced when a Russian boy named Boriska claimed to be the reincarnation of an alien from Mars. When he was only 15 days old he held his head up without any fortification and when he was only 4 months old, he commenced to pronounce words, and at age One & a moiety, he could read, inscribe, draw and paint and he withal had an incredible recollection.

He verbally expressed that he emanated from Planet Mars and  he was a component of the military on Mars and told that Mars had a very high technology than the Human beings of planet Earth, he also told that the people on Mars would stop aging at the age of 35 and they were partially immortal but they could be killed by other things rather than dying due to Old age and claims that they had Contact to other space races In the galaxy and he notified that the people on Mars breathed carbon dioxide and additionally claimed that their space ships use Plasma power to move and he told that every race on the space has their own type of energy and verbally expressed this was all transpiring when our Earth had only one single continent (Pangea) and he also made a point that they wanted to meet Earth beings but they can't breathe what Earth living beings breathe and he additionally had some awe-inspiring scientific explications for everything, while he was endeavoring to expound he told that they had access to teleportation and time machine and other cool stuff. 

He expounded that there was an atomic war on Mars which is why at present time we have the planet Mars in red color and he additionally verbalized that there were some people living inside the planet because they can't emerge and live on the surface and many people believe that there was an advanced civilization on Mars. NASA has discovered water on the surface of Mars and there are people like Dr. Jhon Brandenburg who has a Ph.D. in Theoretical Plasma Physics

believes that life on Mars was eradicated by Nuclear war And he believes that there were some groups of archaic civilizations that were super advance are responsible for this. He argues the coloration and composition of Mars are due to a mixed fission explosion that led to the nuclear fallout of the planet. Dr. James L. Green was the Nasa Director of planetary Sciences. And he also informed us that Mars is not the dry arid planet that we thought in the past,  water has been found on Mars, and then we have Jhon Grunsfeld Who is a five-time space full-on astronaut and the associated administrator head of the NASA science mission Directive. He verbally expressed that we are going to send humans to Mars our peregrination to Mars is a science-led expedition right now and Exploring the science will lead the way to today's promulgation of a fascinating result about current water on Mars. I hope we shall send astrobiologists to Mars to explore the question of "is currently life on Mars?" And this is verbally expressed by a person in NASA who has a very high status in NASA so we can't make the question of is life present on Mars? Unseen last but not the least person on the list we have General Stubblebine, he is US Army perspicacity and security command His words were "There are structures present on the surface of Mars. I'll tell you for the record, there are structures underneath the surface of Mars that cannot be visually perceived by the Voyager cameras on the satellites that went in 1976."
